THE HISTORY

      In September of 1989, Dr. Daniel Carras, then a student at the University of Toronto, in the astronomy and physics specialist program,decided to take the unusual path of setting up his own facilities. Leaving the university meant that he would have to demonstrate the scientific capabilities of the firm, as time passed, and that acceptance would be difficult to come-by. Thus, in November of 1989, Delta Research & Development, Inc. was incorporated with the assistance of Chris Germanakos of McMillian-Binch. While, Daniel continued his studies, the company, at first, operated out of Daniel's parent's home, offering computer services as a means to pay for companies growing library. As the company grew, without any assistance from the bank or any government program, in summer of 1994, it moved into its first leased unit, 505 Hood rd unit 10. This unit became the company's library and research facility. Two years later, in November of 1996, the company began to take over operations at the Academy of Learning in Markham, (505 Hood rd unit 2). In mid-January of 1997, the Academy of Learning became the operating facilities of the company's private university, Akadhmia and its computer science project, the Cybernetics Institute. In June of 1997 the lease for Unit 10 was renewed and extended to include Unit 2.

     As a result, the company began to become more defined, producing its first brochure in the summer of 1997. The university took in it first student, and computer products and service being developed by the Cybernetics Institute entered their final phase of development. The fall of 1997 produced the second brochure, increasing to 13 pages. The Cybernetics Institute produced in a variety of areas. First, new courses began product testing, along side new computer systems. As well, a research paper on Alzheimer's Disease was written. In the winter of 1997/1998, from mid-November to mid-January, the third brochure was produced as a webpage brochure. It included the research article and research news, increasing the document size to 20 pages. During this period, the university enrolled another three students. The underlying structure and theory for the Democracy Institute and the Byzantine & Antiquities Studies Institute, was begun. The Cybernetics Institute, developed the Quality Control  Guaranty standard for training programs as a competing standard to computer training standards, A+ and MCSE. Finally, in the first Quarter of 1998 the fourth brochure was developed. It introduced two new research projects, DAP and DRP, which would directly involve the company's clients.

      In march of 1998, the monthly overhead became untenable and a move to 87 Telson Road was made, reducing monthly overhead from $3,100.00 to $1,200.00, while ncreasing the usable square footage. As the university completes its first year of operation, a more accurate description has been produced from the experience. The seventh version of the website was under construction, which will include the Democracy Institute, the Byzantine & Antiquities Studies Institute, and the Finance & Securities Institute. The second and third quarters of 1998 the website increased in size and scope. Reseach into the human being was formalized under the Cybernetics Institute. In the third quarter the underlying theory was formulated with an attempt to define it, from the research that had been done over the last nine years. This formulation took shape in a paper that is still being written, called S.T.E.P. (Space/Time Exploration Program), and in the 12th version of the website.
