As the "brain-drain" from Canada continues, one wonders how to stop it. My solution,  private science. Science done with private funds, not public tax-based funds. The question: how to do it? Delta R&D, Inc. was set-up to do just that in Nov. 1989. Nine years later a structure has emerged. Now it is time to introduce the company (the theory) and ask for peer-review.
